It is a fact that the success of decarbonization, an efficient energy transition to a low-carbon strategy, directly depends on the successful application of advanced technologies in the production and storage of electrical and thermal energy. The massive application of various renewable energy technologies in the production and storage of energy (hybrids) requires greater availability of different regulation reserves to maintain frequency and voltage stability due to the variability of production from wind and solar power plants. Existing connections of power plants to the electrical grid and their level of time utilization enable the application of hybrid plants in both energy production and storage activities using existing network capacities. The emphasis of the paper is on the analysis and explanation of the need to increase automated regulatory reserves (primary and secondary regulation), the necessity of accelerating the automation of power plant operations, and the digitalization of processes in shorter settlement time intervals. The dynamics of change in operating parameters of networked electrical energy systems and the need to strengthen the market competitiveness of the regulatory portfolio of the Republic of Croatia in regional and foreign balancing energy markets require a high level of automation of dispatch applications in real time. By the end of this year or the beginning of next year, HOPS is planned to connect to European platforms for the offer and activation of reserves at the EU level: MARI (mFRR) and PICASSO (aFRR), which, in addition to the possible HOPS procurement of balancing energy, also opens the possibility of offering balancing energy from the Croatian Power System through EU platforms.

The paper will publish research results and experiences gained from numerous projects, published scientific papers, and originally developed empirical and heuristic models for the field of applied education and specialized training. Knowledge bases and databases confirm the significance of the human performance (HP) component, announced by the yet unaccepted ICAO Doc 10151 legislation (Human Performance for Regulatory Bodies). However, a more detailed analysis of the possibilities of intelligent technologies and human actions confirms the unstoppable, even worrying, acceleration of the digital transformation process. The rule of information and the speed of communication impose "artificial intelligence" which is capitalized through integration at the level of dependence, simply the fascination of people with it. Extremely rapid changes in the development and use of intelligent technologies, both individually and socially, must be legislatively changed. The course of the digital transformation process, proclaimed as digitalization, must be carried out "ab ovo" as digital and cognitive transformation. The jurisdiction of regulatory bodies must direct their activities towards cooperation with the end-user, which is the acting human, not the artificial intelligence that obsesses them.

This paper introduces EDZ ICP – Interdisciplinary Engineering Integration Platform, a national scale conceptual and technical model designed to overcome fragmentation across engineering disciplines. EDZ ICP is defined as a horizontal, technology agnostic platform that enables interoperability, shared standards, integrated simulation environments, and an open supplier ecosystem across construction, energy, transport, urban systems, health, agriculture, tourism, public administration, regional development and EU cooperation. We review international precedents, identify a gap in existing practice (no single platform integrates all engineering disciplines while preserving market openness and neutrality), and propose a layered architecture, governance model and deployment pathway. An economic assessment demonstrates a favourable return on investment through reduced duplication, faster project delivery and improved system resilience. The paper concludes with implementation recommendations for Croatia and a clear statement of the scientific contributions: a novel interdisciplinary platform concept, a combined methodological architecture, and a practical ROI framework for national adoption.

This presentation provides a practical overview of how the NIS2 Directive is implemented in Croatia through the "Zakon o kibernetičkoj sigurnosti", and what it means for all organizations, especially those delivering critical and digital services. It highlights the expanded regulatory scope, stricter security requirements, and increased accountability for management, as well as the roles of key authorities such as HAKOM and CERT.hr. The presentation places special emphasis on wireless environments, including Wi-Fi, 5G, and IoT, which are essential to modern operations but introduce significant security risks. It also addresses the often-overlooked role of physical security, covering the protection of network infrastructure, facilities, and field-deployed devices such as access points and base stations. Attendees will gain actionable insights into aligning both wireless and physical security measures with NIS2 requirements, including risk management, incident reporting, and practical technical and organizational controls. The presentation is designed for organizations to strengthen resilience, ensure compliance, and protect critical infrastructure in an evolving threat landscape.

The rapid evolution of wireless communication technologies, from widespread 5G deployments to the ongoing development of 6G systems, has significantly increased human exposure to radiofrequency electromagnetic fields (RF-EMF). This lecture explores the biomedical effects of EMF from an engineering perspective, examining both established knowledge and emerging uncertainties in the context of modern and future technologies. Non-ionizing EMF interacts with biological systems primarily through thermal mechanisms, with international guidelines such as those from ICNIRP (2020) providing exposure limits designed to prevent adverse health outcomes across a wide range of frequencies, including those used in 5G millimeter-wave bands. However, ongoing research continues to investigate potential non-thermal effects, including oxidative stress, subtle neurological or sleep-related changes, and long-term implications at higher frequencies and denser network topologies anticipated in 6G architectures (e.g., terahertz bands, intelligent reflecting surfaces, and ultra-dense deployments). This presentation reviews the current scientific consensus, highlighting key findings from recent in vitro, in vivo, and epidemiological studies, while addressing public concerns and regulatory frameworks. Special attention is given to engineering challenges: accurate dosimetric modeling, compliance with evolving exposure standards, mitigation strategies (such as beamforming optimization, power control, and site planning), and the integration of biomedical safety considerations into the design of wearables, IoT devices, and smart infrastructure. By bridging bioelectromagnetics with practical engineering solutions, the lecture emphasizes responsible innovation. It discusses research gaps—particularly regarding long-term, real-world exposures in 6G scenarios—and outlines actionable strategies for engineers to contribute to safer, sustainable wireless technologies. Attendees will gain insights into balancing connectivity demands with public health protection in an increasingly electrified world.

This paper describes the integration of the IEC 62351 standard into IEC 61850-based power infrastructure. The paper includes a brief overview of the IEC 61850 and IEC 62351 standards with an emphasis on parts IEC 62351-4 (MMS communication security) and IEC 62351-6 (GOOSE and SV communication security). The communication profiles defined in 62351-4 and 62351-6 will be described, including authentication, encryption, and integrity mechanisms during data exchange within the substation. Furthermore, the aspect of implementation and integration into conformance testing products and compatibility with existing solutions will be presented. The aim of the paper is to describe the role of the IEC 62351 standard in the development, design, and validation of IEC 61850-based systems and to highlight recommendations for their consistent and safe application in practice.

An AI platform for attack simulation and measuring organizational cyber readiness is an automated system for testing the human factor and the technical resilience of organizations to modern cyber threats. The platform combines telco Network API infrastructure (SIM Swap detection, Device Status, Location Retrieval according to CAMARA/GSMA standards), an AI Campaign Engine for generating realistic phishing scenarios, and a multi-channel delivery infrastructure (email, SMS, WhatsApp). The heart of the system is the AI Campaign Designer, which uses large language models to automatically create scenarios tailored to the industry, size, and segment of the target organization. Scenarios are scheduled according to a deterministically validated JSON schema via a Scheduler Service with hierarchical message delay logic. Each test wave ends with an AI-generated Blue Team report containing risk scoring by departments, click analysis by channels, and concrete recommendations for improving the security culture. The regulatory foundation of the platform is an operating system with AZOP approval, which provides a legal framework for using telco data for security purposes. Employee data pseudonymization, consent management, and automatic purge mechanisms guarantee full compliance with GDPR. Output documents cover the requirements of the NIS2, GDPR, and DORA regulatory frameworks, transforming attack simulation into measurable proof of organizational cyber readiness.
